Add arm64 readme

Are macos-13-arm64 runners generally available? Is there a public or private beta available to try these out?

Specifying this for actions appears to stall at Waiting for a runner to pick up this job...

Atm, they are not listed in the toplevel README, but I don't know whether this is by intention or oversight.

To try the new Apple silicon macOS larger runner, update the runs-on: key in your GitHub Actions YAML workflow YAML file to target macos-latest-xlarge or macos-13-xlarge.

Will these come to Azure Devops as well, or only Github Actions for now?

To try the new Apple silicon macOS larger runner, update the runs-on: key in your GitHub Actions YAML workflow YAML file to target macos-latest-xlarge or macos-13-xlarge.

I tried both macos-latest-xlarge and macos-13-xlarge here: spatial-image/multiscale-spatial-image#84, but it only results in Job failed?
