Commit 5146f19 removed the newTestClient constructor. It was moved to uptane_test_common, but that code seems to depend on virtual-secondary stuff that's not required by package-manager code. I've copied the logic of this constructor directly into this test to get it working again. Signed-off-by: Andy Doan <andy@foundries.io>
