For now, @jmkerloch and I have decided to stale this PR since it's not necessary or really blocking except in re/installation/loading the plugin with consequent changes.

We want to keep a behavior where the plugin does not interfere with QGIS startup by deferring main actions (mainly menu creations).

We might change our mind later or introduce some information dialog/message to the end-user when the plugin is updated to make things as clear as possible.
