Improved build support, python and bug fixes

This release has numerous bug-fixes and improved CMake support. There is a rudimentary python binding using pybind11.

Improved tests and some bug fixes

Added tests for gdal_raster_view class and transform function. The tests instigated several bug fixes.

Rename to Pronto

The library is renamed from Blink Raster to Pronto Raster to avoid any confusion with the Chromium Blink product.

initial release

This is the first release of Blink Raster. The libary is now useful and documentation and tests are coming into place. I am also becoming more conscientious about breaking changes. However, you can still expect future changes. If you are using the library in your own project, I would recommend reviewing and testing the code that you use. If you do, please report about your findings on the Issues page.
