Initial version

Initial version of the watchdog and safety decoder, based on the original OpenDecoder based C-code, with just a simple wrapper that allows building under the Arduino IDE. No (Arduino or other) libraries were used, the software is therefore completely self-contained. Has still some issues, such as improper debouncing times.
