Retry docker pulls in CI

What

Docker pulls from Dockerhub will occasionally fail for upstreams reasons. This is a small change to retry docker pulls up to the configured # of retries.

How

Added a small script to be used for pulling docker images which wraps docker pull with some retry logic

May be invoked using

./tools/bin/pull_image.sh -i airbyte/airbyte-e2e-testing-tool:latest

NOTE: you optionally provide -r <retries>. (default is 3)
