This PR drops the .python-version file, which was set to Python 3.9.
The reason for this is that it creates version conflicts when installing
airbyte-ci.There's perhaps an argument that we should perhaps not rely on these files at all, but at least we should let subfolders state their preferences, rather than proposing the default at this level.
