Refactor JDBC JSON_Format into JDBC utils

What

According to #3650 and have JDBC JSON_FORMAT refactored.

How

  private static final JSONFormat JSON_FORMAT = new JSONFormat().recordFormat(RecordFormat.OBJECT);

The above line is now in airbyte-db/lib/src/main/java/io/airbyte/db/jdbc/JdbcUtils.java. I'm not sure if there will be a better place to put it.

Recommended reading order

1. airbyte-db/lib/src/main/java/io/airbyte/db/jdbc/JdbcUtils.java
2. *Test.java
3. airbyte-scheduler/persistence/src/main/java/io/airbyte/scheduler/persistence/DefaultJobPersistence.java

Connector Generator
