bug(ui): Promotions aren't sorted when their phase changes

When multiple Promotions are created (e.g. 10+), the list is not (re-)sorted while Kargo works through them.

This does not make the running Promotion appear at the top of the list like it would when you refresh the Stage view, and in addition, can cause a Promotion to be pushed to the second page (making it appear that none is running).
