eslint and a few other smaller things still depend on inquirer@3 and inquirer@0.12, but probably easiest to have the newer version in our own code

That still works I bet, those are their dependencies so no big deal they will be installed in their own node_modules

of course it works, will just make yarn install slightly slower cause it needs to install a lot, but there will always be a lot of duplication in devtools so it's not a huge point
