Continuation of the work from PR #2162

This PR aims to add x86_64 dynamic detour support for both Windows & Linux. However at the present time, I'm only switching off libudis86 in favor of safetyhook for x86, just to see how it behaves and get server operator feedback.
Marking as a draft until the actual x86_64 work is finalised.

This PR adds x86_64 detour support to Windows, and phases out libudis86 from sourcemod in favor of safetyhook.
