What

Add a release script to the prototype kit to generate release archives. The release script should remove dev dependencies from the the release archive.

We can base this on the output of the spike #1397.

Why

We want to remove lines from the package file for releases of the kit, so that users don't get exposed to internal dependencies of configuration.
