Solace Read connector - project init

This is a PR for the Solace Read connector which includes a minimal project setup (addresses #31440).
It contains a gradle module setup and a github workflow file.

@Abacn could I ask you to retry the "Local environment tests / Mac run local environment shell script (pull_request) " test? I think it's flaky.
