Undo part of artifact action upgrade to fix workflow

https://github.com/actions/upload-artifact?tab=readme-ov-file#breaking-changes breaks our wheels flow since we rely on uploading multiple times to the same artifact. This fixes the problem temporarily until we get a more full upgrade.
