[Feature][Task Plugin] Enable note-level task scheduling for zeppelin task

Description

• Currently Zeppelin task plugin only supports paragraph-level task scheduling because there is no cancelNote method in Zeppelin Client Api as mentioned here: [Feature][Task-Plugin]Add zeppelin task-plugin to support Apache Zeppelin (#9201) #9327 (comment)
• We should enable note-level task scheduling for Zeppelin task as soon as this PR is merged: [ZEPPELIN-5728] Absence of cancelNote method in Zeppelin Client Api zeppelin#4362

Use case

• Users will be able to use Dolphin Scheduler to schedule both zeppelin notebook notes and paragraphs.
