Cherry-pick from #18777

  • Fix ElementwiseSum for DNNL

  • Fix sanity and replace push_back with emplace_back

  • Change order of the data format conditions

  • Add NOLINT to avoid readability error

  • Add test for oneDNN ElemwiseSum
