This PR backports #28798 to branch-2.4 to reduce the flakiness in the tests.
This is similar with 64cb6f7
The test
StreamingLogisticRegressionWithSGDTests.test_training_and_prediction
seems also flaky. This PR just increases the timeout to 3 mins too.
