Pin pandas==2.0.3 for pypy3.8

Why are the changes needed?

Pandas 2.1+/2.2+ requires Python 3.9+, the latest version works for Python 3.8 is pandas==2.0.3.
Installation with pandas>=2.2.2 fails with:

pandas<=2.2.2 is pretty misleading, as if pandas 2.2.2 is supported.
