chore: Bump FAB to 3.3.2

SUMMARY

Bump FAB by default to make sure user's get important fixes included on the patch release

TESTING INSTRUCTIONS

Fix related with OAuth, test OAuth authentication. This is relatively safe since Airflow in running this version by default for a while and it's on the base requirements for Superset also.
