fix(plugin-chart-echarts): gauge chart enhancements and fixes

SUMMARY

This PR improves the gauge chart:

• include enhancements from feat(plugin-chart-echarts): [wip] gauge chart enhancements and fixes apache-superset/superset-ui#1070
• improve codebase
• fix the problem of the gauge chart getting cut off.
