This PR adds the 4.0 release notes.

Maybe we should give ourselves some TODOs here, broken up by area, so we don't double efforts or get muddled up. Things like:
• Feature Flag deprecations
• Feature Flag flips
• Feature flag removals
• Chart migrations
• Chart deprecations
• New features
• Security Issues
• B/E dependencies
• F/E dependencies
• Anciliary things (Storybook, etc)
• How to upgrade
• .... probably 10 other sections I'm not thinking about.

@rusackas I kind of did that with the TODO @owner in the sections. For example, the Tags and Country maps are currently assigned to you. Feel free to add more sections if needed.

+We changed the structure of the `CHANGELOG.md` file in [#26800](https://github.com/apache/superset/pull/26800) to better organize the contents of each release and also to deal with GitHub size limitations when displaying the file. Now every release will have its own file at `CHANGELOG/<version>.md`. The main `CHANGELOG.md` file is now an index with links to all releases.
