The change wants to allow using
stack_make_shapeandstack_make_arrayout of call packed function. A context manager object is introduced to maintain stakc sizes and avoid some duplicate codes.With the change, if the user has some C function with DLTensor* arguments, it could be invoked through
T.call_externwith stack constructed shape and array info.
