docs: document premium vs enterprise router features

Many features that were previously denoted "Enterprise only" are also now included in the Dedicated plan.
This PR calls those out and adds an explanation of "GraphOS Router" found on the often linked pricing page.

This PR is dependent on component changes in apollographql/docs#777 and should be merged shortly after it.
