Add function to rebuild ArduinoCloud device certificate

This pull request includes several updates to the ECP256Certificate and SElementArduinoCloudCertificate classes, focusing on enhancing certificate handling and adding debugging utilities. The most important changes include adding functions to import compressed certificate data, updating signature handling, and integrating debugging macros.

Enhancements to certificate handling:

• Added functions importCompressedAuthorityKeyIdentifier and importCompressedSignature to import authority key identifiers and signatures into the compressed certificate structure.
• Added new methods to access authority key identifiers and signatures.

Debugging utilities:

• Added conditional inclusion of Arduino_DebugUtils.h and defined debugging macros (DEBUG_ERROR, DEBUG_WARNING, DEBUG_INFO, DEBUG_DEBUG, DEBUG_VERBOSE).

Enhancements to cloud certificate handling:

• Added new methods signatureCompare and rebuild for comparing signatures and rebuilding certificates. Defined constants for issuer information.

These changes improve the functionality and maintainability of the certificate handling code, along with adding useful debugging capabilities.
