preventOverflow console warnings

Describe the bug

To Reproduce

Go to https://cd.apps.argoproj.io/applications/argo-cd and hover over something that uses a tooltip, such as the author/comment section on application sync/health status. Every time you hover over it, new warnings like above will appear.

Expected behavior

No console warnings

I have a fix for this so I will submit a PR for it!
