c2a-core/tlm_cmdを（他のディレクトリと密結合ではあるが，それはさておいて）C2A のテレコマ処理フレームワーク/ライブラリと捉えると，その user 部のコード生成をするtlm-cmd-code-generatorはc2a-core/tlm_cmdが提供するコード生成ツールという扱いをするのが自然と思われるため，ディレクトリを移動する．検証結果
コード生成 CI が通ればよし
