This adds a Hurdle distribution. Following the same logic as the Censored and Truncated, the hurdle distribution acts a modifier or the base distribution. The hurdle distribution can be considered as a lower_bounded truncated distribution (at 0 for discrete distribution and "very close to 0" for continuous) + a 1-psi proportion of zeros.
