modification to set frame rate from argument(both USB and GigE cameras)
disable FrameRateAuto property

roslaunch autoware_pointgrey_drivers spinnaker.launch fps:=X
rostopic hz /image_raw

/image_raw is published at X Hz if min frame rate < X < max frame rate.
