Introduces the INTForwarder and HWRunner plugins

INTForwarder deals with interrupt forwarding, similar to but more reliable than the existing interrupt plugin

HWRunner allows for specific functions to be executed on a hardware target in real time

Note: Also includes fixes for the OpenOCD protocol and minor updates to some internal classes

Requires QEMU update INTForwarder QEMU update
