Allow option to use dedicated tenancy for EKS workers in a self-managed nodegroup (required by org policy everywhere possible)

Current EKS blueprints does not have an option to use dedicated tenancy for EKS workers in self managed ng

Enable the ability to use dedicated tenancy for worker instances

Perpetually use a fork of the repo to enable this capability or use the terraform AWS EKS terraform directly
