Initial public release of aws-do-ray project

Main features:

• setup-dependencies.sh - deploy kuberay operator and setup fsx pvc with one command
• raycluster - create and manage ray clusters on eks, run example jobs
• rayjob - run ray job against ephemeral ray cluster
• rayservice - model serving examples and unit tests
• aliases - shorthand for many typical commands
