Description of changes:
This PR adds supports for Bedrock Guardrails to the Chatbot. You create a Guardrail outside of the chatbot (eg via console, CloudFormation, CDK) and then you add the Guardrail Identifier and Version when configuring the chatbot.
With this PR we have also restructured the config command, moving all advanced configuration options at the end and making them optional.
