action-rs/toolchain already includes cargo. Don't use another actions-rs for cargo commands.

action-rs/toolchain already includes cargo. Don't use another actions-rs for cargo commands.
action-rs/cargo@v1 has started failing. Since action-rs/toolchain already provides cargo, we are removing the separate action-rs/cargo requirement.
