Add support for NodeJS 10.x runtime, as announced on 2019-05-13.

I believe this change is already covered by #2544

IIUC supportsInlineCode should be false here, no?

For future reference, this is because CloudFormation has hardcoded an input validation that hasn't been updated to know about the new version yet.
