feat: add Calgary region to aws-entities

Reason for this change

This PR adds a new region (ca-west-1) to the region-info list, so that resources such as cdk vended custom resources are able to lookup info from mappings for this region.

Description of changes

I have added the ca-west-1 region to the AWS_REGIONS_AND_RULES map in the packages/aws-cdk-lib/region-info/lib/aws-entities.ts file.
