Missing timezone data on Amazon Linux 2023 Custom Runtime

Migrating from Amazon Linux 2 to Amazon Linux 2023 runtime, there is a breaking change - it's not possible to use "TimeZoneInfo" class.

Calling method such as TimeZoneInfo.FindSystemTimeZoneById("Europe/Copenhagen") will throw an exception:

System.TypeInitializationException: The type initializer for 'TimeZoneInfoProvider' threw an exception.
 ---> System.TimeZoneNotFoundException: The time zone ID 'Europe/Copenhagen' was not found on the local computer.
 ---> System.IO.DirectoryNotFoundException: Could not find a part of the path '/usr/share/zoneinfo/Europe/Copenhagen'.

Also, calling TimeZoneInfo.GetSystemTimeZones() gives an empty list. Does anyone know how to work around this. How can I get timezones on Custom Runtime?

I think this list of timezones is operating system dependent.
So, what works on Windows, could not work on other OS.

Why the list is empty on AL2023 - don't know, it is surprising.

@mbp / @petarrepac Please refer #1620 (comment). This is due to missing tzdb package on provided.al2023. We are working with Lambda team to get this issue addressed. Please follow the GitHub issue for any updates.
