Service Client Updates

aws/endpoints: Updated Regions and Endpoints metadata.
service/rds: Updates service API and documentation
- With Amazon Relational Database Service (Amazon RDS) running MySQL or Amazon Aurora, you can now authenticate to your DB instance using IAM database authentication.
