Description
This PR introduces a new carbon-efficient option. When this option is enabled, Karpenter will minimize the carbon emissions of the Kubernetes cluster.
How was this change tested?
A thorough evaluation and analysis has been conducted in Carbon Efficient Karpenter (Master’s Thesis).
More tests can be added at the discretion of the reviewer.
