Make docker image available with JIB:

The docker image should be updated automatically on each master commit. Therefore we need a GitHub Action "Java with Maven".
These 3 applications should be available:

- two eclipse launchers:
  jib:dockerBuild creates local docker image
  jib:build pushs to docker hub
- use openjdk:8-alpine as base image
