Why I did it

after "config reload" or "docker swss restart" all counterpoll counters were enabled even if they were disabled before

How I did it

check if entry already exist before set default values

How to verify it

disable few counters

counterpoll pg-drop disable
counterpoll port disable

Save and reload

config save
config reload

i am not sure i understand the change
we said that also the rates are not taken from the db.

if there is no info, are you enabling it?

Enable/disabled status are taken from config_db
Rates are taken from counters_db

@ayurkiv-nvda can you please check if we have a unit test to cover the configuration which is correct after config reload?
maybe we need to change some sonic mgmt test to cover it if unittest is not relevant?

	Add get_model() function
	Add get_low_critical_threshold() function
	Change __get(...) function.
How I did it
	Differnece from previous implementation of __get(...) function is return real value or -9999.9 if value is not provided by thrift API

To fix a statistical issue. The original fix was done in FRRouting/frr#17297. However to accommodate 8.5.4 the patch in the PR was added.
