[enable_counters] Set default values only on the first start #8

i am not sure i understand the change
we said that also the rates are not taken from the db.
if there is no info, are you enabling it?
Enable/disabled status are taken from config_db |
@ayurkiv-nvda can you please check if we have a unit test to cover the configuration which is correct after config reload? |

To fix a statistical issue. The original fix was done in FRRouting/frr#17297. However to accommodate 8.5.4 the patch in the PR was added. [Thread debugging using libthread_db enabled] Using host libthread_db library "/lib/x86_64-linux-gnu/libthread_db.so.1". Why I did it
after "config reload" or "docker swss restart" all counterpoll counters were enabled even if they were disabled before

check if entry already exist before set default values
