Support for Universe 2024 badges

The QR code in the printed Universe 2024 badges no longer has a terminating delimiter therefore we needed to update field checks as well as adjust the heuristics for detecting badge scanners set to Spanish.

In addition, the 2024 badger images are blank micropython images so all subfolders must be created before preloaded files are copied into them.

Preload full set of BadgerOS files

The Universe 2024 badges come as a clean Micropython image, therefore we need to preload a full set of BadgerOS files for the functionality we wish to include.
