  1. Stop forwarding SIGINT to child processes 

    Since we handle os.Interrupt but no longer forward it to child
processes, this commit also removes platform-specific handling for
Windows, preferring to use child.Process.Kill() in all cases.

Fixes bazelbuild#307.
