5492 release process

This PR has following changes:

• Update in Dev and Test workflow to start using respective namespace instead of tools namespace for deployment. This will ensure that we have an image backup, if anything happens to application environment.
• release-mspdirect.yml: New workflow to create a release version msp-direct. It also adds version information in the footer of mspdirec web interface
• deploy-mspdirect.yml: New workflow to deploy the image created using release workflow
• release-mspdirect-draft.yml: File deleted as process is moved to release-mspdirect.yml file
• Footer changes to display application version
