Already into Hacktoberfest 2020, DigitalOcean felt the need to update Hacktoberfest's rules. While it might make sense to still point out that are 'extra rules' now, the day they were introduced is not relevant, the year is.

That is what the PR does: replaces "October, 3rd" with "2020". |
