Changes:
EDITOR_OPENaction on bulk editPreviously the modal
isOpenwas determined by the existence of values infields, this was since changed to an actualisOpenflag, but the bulk editor was not updated to set this new flag. Since access requests are the only place we use the bulk editor, that was the only place that it caused issues.
