This seems to be a change with the CircleCI v2 API. I am working on reverting to the v1.1 API for right now to get things running again.

This affects the BiocondaBot fetch artifacts comment and the ability to upload artifacts to the channel when a PR is merged.

fix: use circleci api v1.1 to avoid login error (#982)

This is to fix bioconda/bioconda-recipes#47663 for fetching artifacts
from a PR that was just merged to master in order to upload to the
channel

We may want to follow it up with updates to use a token, but I wanted to
get it to a working state for right now
