This PR adds a basic python test for kalman core.
There is some supporting code required to run the kalman core (emulating estimator_kalman.c) and this functionality is currently part of the test. A more proper and flexible solution would be to extract this code into a generic emulator that can be used for testing, but also simulation and development. This will have to do for now though.
