v2.0.25-RC3: cleanup

- refactore public api to be consistent with underscroe_case
- optimized init ( `in3_from_chain` - old `in3_new` is now deprecated)
- fixed signer selection (https://git.slock.it/in3/c/in3-core/issues/132)
