add cancel migrate bucket & e2e test
Rationale
CancelMigrateBucket API: This PR adds a new API, CancelMigrateBucket, intended for clients. The API empowers clients with the ability to cancel a bucket migration. This feature adds flexibility to the migration process and provides greater control to users.
