Is that really useful for the average user? The new icons will only be shown after downloading, at which point you usually will have ended up with the local file anyway.
And even if the meta tag resource failed to download, you may still have a local file like the USDB cover, so the new icons seem to have a rather vague meaning.

My thinking was that it facilitates the identification of failed downloads (in particular audio/video) and incentivise the average user to at least comment on usdb (or ideally comment a replacement candidate, if available). I was able to identify several of those and fix them on usdb that way.
